Federation of Housing Societies and Developers in Delhi(Land Pooling Policy), also known as FedHSDD, is the apex body of different group housing societies and real estate developers operating in Delhi through land pooling policy(LPP)

Federation of Housing Societies and Developers

Federation of Housing Societies and Developers in Delhi(Land Pooling Policy) met on April 19th to assess ground level situation on land pooling policy, reasons for delay in LPP implementation, and measures to speed up its implementation. The federation prepared a list of activities to bring back the confidence of end users, who wish to buy a home in Delhi.
Next meeting is scheduled for May 17th, 2016, and it is projected that the strength of the federation would grow multi fold, as requests for new membership kept pouring in, as this federation is the first platform that brings all the housing societies and developer entities operating in land pooling zones together.

दिनांक 27-7-16 (बुधवार) को दिल्ली देहात विकास मंच ने उत्तरी-पश्चिमी लोकसभा से सांसद डा श्री उदित राज जी से मुलाकात कर लैंड पूलिंग पॉलिसी के सन्दर्भ में उनको अवगत करवाते हुए एक ग्यापन दिया ओर उन्होने दिल्ली देहात विकास मंच के अध्यक्ष चौ. देवी सिंह मान जी को आश्वासन दिया कि इस विषय को वह जल्द से जल्द हल करेंगे I

The federation assured societies and members that there is no need to panic by advertisements by DDA and different rumours by other vested interests, as all the participating societies has purchased land accordance with the gazette notification of land pooling policy(LPP) vide S.O. 2687(E) by the Ministry of Urban Development on 5th September 2013 and subsequent approval of regulations for operationalization of LPP on 26th may 2015 by the Ministry of Urban Development. Furthermore, to boost member’s confidence, FedHSDD will take up issues with concerned authorities.

  • Following two unstarred questions on delay in implementation of land pooling policy in Delhi has been asked in Rajya Sabha:
    1. Question No. 616 dated April 28th, 2016
    2. Question No. 2221 dated May 12, 2016,

    Answers were provided by Shri Babul Supriyo, the minister of state IM The Ministry of Urban Development.
    The delay in LPP implementation is attributed to the delay in approval of declaration of the villages concerned as urban areas under section 507 of DMC Act 1957, by the Delhi Govt.

    Respective MCDs have already declared most of the villages as Urban U/s 507(a) DMC Act, 1957. Attaching one such regulation- a copy of regulation no. 173 for reference.

    Federation has decided to prepare audio-visual creatives to spread awareness with respect to land pooling policy. Some of the farmers association also participated in the federation meeting to put their concerns and expressed their whole hearted support in expediting LPP implementation.

    Working on the action item from previous meeting, the federation has contacted all the LPP stakeholders- MPs, MLAs from Govt of NCT Delhi, and Shri Arvind Kejriwal, the Chief Minister of Delhi.

    Federation further plans to issue a memorandum, in respect to declaring 89 villages as urban villages and 95 villages as development areas to the Govt of NCT, Delhi.
    FedHSDD sends Letter to DDA for its public issuance stopping people to buy LPP projects
    The Federation asked questions to DDA (Delhi Development Authority) on why it published a public notice declaring “beware of any illegal offer or registration of plots/flats under land pooling policy” as the developers/builders are only going by the norms on which Land Pooling Policy was brought.

    Kisan Mahapanchayat witnessed a huge turnaround at Tigipur Village, P2 Zone, Delhi-36 @10AM on May 29th, 2016. Farmers discussed the grave difficulties they are facing due to delay in land pooling policy implementation. It was second Mahapanchayat within a fortnight, which asserts the urgency. Next Mahapanchayat is scheduled at L-Zone, Dwarka very soon, where final course of action will be decided.Mahapanchayat stressed the need and importance of bringing LPP at the earliest:

    The Kisan Mahapanchayat convened by Kisan Dehat Vikas Manch saw thousands of farmers joining in to frame final strategy to fast track land pooling policy implementation in Delhi. It was decided that if the Delhi Govt. fails to urbanize and declare villages in land pooling zones as development area, Kisan won’t have any option, but to agitate on roads. Farmers, Housing Societies, Buyers have been waiting for this, and their patience is running out.


    Land Pooling Policy assures fundamental changes in the way of acquisition and development of land in Delhi. Under this policy, Land owners can surrender their land holding into the central pool and be stakeholder to the development proposed on their land. The disputes on undervaluation of land for acquisition would be removed and the process would seem fair to every land owner, irrespective of the size of their land holding. The Ministry of Urban Development had approved the regulations for operationalisation of the policy on 26th May 2015 and send it to Delhi Government. Even after a year, the ball is pretty much still in Delhi Government's court as there has been no progress on LPP from Delhi Govt side. This policy is yet to be operationalised as the Delhi Govt has not declared the 95 villages as Development area and 89 of them as urban villages.
